« La première démarche de l’I.C.C. a été de se mettre en situation de pouvoir décoder ce qui se passe. Pourquoi en est-on là ? Qu’est-ce qui se joue aujourd’hui ? Comment peut-on inventer un nouveau système pour régénérer le système actuel, qui s’est épuisé ? L’idée est de sortir du passé regretté d’un âge d’or révolu pour aller vers un futur désirable. Je crois qu’il faut abandonner nos réflexes pavloviens, nos logiques corporatistes pour nous mettre à l’écoute des bruits de la société. A partir du moment où l’on parle d’argent public, il est important que l’on puisse s’interroger sur la notion de partage et que l’on veille à ne pas créer plus d’inégalités qu’il en existe déjà. Ce qui implique de sortir d’un schéma national pour élaborer des politiques diversifiées correspondant aux réalités de chaque territoire. »
