Ecrit par Stanislas Cotton en réaction à la campagne de régularisation des immigrés lancée à la fin des années 1990 en Belgique – campagne considérée par de nombreux observateurs comme hypocrite et démagogique -, Bureau national des Allogènes place face à face deux monologues successifs. Le monologue de Rigobert Rigodon (François Cancelli), fonctionnaire d’un centre de tri des étrangers, père de famille comme tout le monde qui passe ses journées à étudier des dossiers de demandes d’asile qu’il est amené, la plupart du temps, à rejeter. Et le monologue de Barthélémy Bongo (Joël Lokossou), homme « sans feu ni lieu », dépossédé de tout, qui est venu un jour demander à Rigobert Rigodon si « en tant qu’être humain », il pouvait rester dans ce pays. Ces deux hommes qu’apparemment tout oppose sont victimes d’un même enfermement : le premier est taraudé par sa mauvaise conscience et le second par le remord d’un crime qu’il a commis pour sauver sa vie et celle des siens. Pour donner corps à la « couleur pétillante » de la farce tragique et à la tonalité plus sombre du poème dramatique qui lui succède, Catherine Toussaint a choisi d’élaborer une représentation bifrontale navigant entre gravité et dérision. Une représentation qui, à travers l’intervention constante d’un musicien (Denis Jorosinski), cherche à faire résonner la chair des mots et à nous éloigner de tout réalisme.
