Quelle est votre vision de l’état, de son intervention dans le champ culturel ?
Bernard Lubat : Ça dépend de quel état on parle, et dans quel état est l’état ? Pour ce qui est de l’éducation musicale, il y a un service public de l’enseignement : des écoles, des conservatoires officiels… Mais pas de service public de la pratique ! Ça, c’est réservé au commerce. Je me demande comment peuvent faire des jeunes musiciens qui apprennent la musique mais ne la jouent jamais dans la cité, dans la société. C’est comme si en football, il y avait des entraînements, un tableau noir, mais jamais de match par manque de stade ! Résultat : dans le meilleur des cas, les profs formeront d’autres profs. Et puis les autres, qui n’auront pas le niveau admissible, deviendront des clients.

L’intervention de l’état ne se limite pas qu’à l’enseignement. Il y a aussi les subventions, les aides à la création, le soutien aux salles…
B. L. : Mais cela vient après. A quoi bon mettre un pansement sur une jambe de bois ? Il faut le contenu, le global, au départ. Alors évidemment, il y a l’aide à la création, un truc qui ne m’enchante guère, mais moi je voudrais une aide au jeu. Dès lors les problématiques ne seraient plus les mêmes. Dans chaque village, il y a un terrain de foot ! Mais le fait qu’il n’y ait pas de lieu pour la musique ne scandalise personne. Ce n’est pas dans les mœurs.
Remettre au centre le jeu, c’est ce qui a motivé votre retour à Uzeste.
B. L. : A Uzeste, on ne s’est pas trop intéressé à fournir au public ses denrées, nous avons avant tout poussé les gens à jouer. Après on réfléchit, on travaille. C’est comme cela qu’ils identifient ce qu’ils doivent apprendre, qu’ils découvrent qui ils sont, ce qu’ils pourront devenir. En général, c’est l’inverse : on leur dit tant que tu ne sauras pas jouer, tu ne joueras pas ! Alors forcément, comment peuvent-ils jouer !? Il faut renverser la dialectique de l’éducation. Dans ce processus, l’état a ses responsabilités, ses possibilités, ses potentialités…
Quel devrait être l’apport de la culture dans la société ?
B. L. : Donner un sens à sa propre vie, et non pas la vivre par procuration, à crédit. Le marché tue tout. Il faut inciter les gens à être sur la crête du désir. Mais voilà depuis trente ans, dès qu’un Zénith ouvre quelque part, on recule d’un siècle. Tout est vampirisé alentour. Droite ou gauche, ils sont tous responsables du processus de massification qui a créé une désertification culturelle. Il y a une écologie de la culture à trouver : réapprendre à faire soi-même. Nous, avec très peu de subventions, ayant été accusés de ne pas être assez dans le concret, nous avons formé plein de techniciens et de musiciens. Finalement, rapport qualité-prix, Uzeste est un scandale aux multiples conséquences. Et puis dans l’inconscient, Uzeste est devenu l’épicentre symbolisant une certaine avant-garde. Et pour la bonne marche de la société, il est nécessaire qu’il y ait des avant-gardes un peu partout.
