Quel était, à sa création, le projet du Théâtre du Lierre ?
Farid Paya : Au début, nous ne pouvions que jouer nos spectacles, mais à partir de 1984, nous avons pris l’initiative de faire de l’accueil, pour faire du Théâtre un lieu convivial, d’échanges et de rencontres. Ce lien que l’on a créé, c’est ça la culture. La culture n’est pas la somme des arts, elle existe quand on crée des liens. La ligne directrice du projet d’accueil a été l’interaction entre les arts du spectacle. Dès l’ouverture, nous étions conventionnés « hors commission ». La Ville nous a subventionnés dix ans après. Depuis trois ans, nous avons une subvention de la Région, au titre de la permanence artistique, avec l’accueil de compagnies en résidence. Mais en 2009, la DRAC a décidé de baisser nos subventions.
Quand vous parler de conventionnement, est-ce au titre du Théâtre du Lierre ou de la compagnie ?
F. P. : Vous mettez le doigt sur un gros problème. Notre statut légal, c’est la compagnie du Lierre. « La compagnie du Lierre possède un Théâtre, joue dans son Théâtre, et accueille des spectacles dans son Théâtre » : là s’exprime la reconnaissance de la compagnie et de son Théâtre. En 2001 et 2004, la DRAC a reconduit cette même convention sans problème. En 2007, ils nous ont signalés qu’il fallait être soit compagnie, soit théâtre, ce qui était totalement absurde ! La compagnie représente la moitié de l’activité du Lierre. En 2009, ils décident de nous déconventionner selon des arguments très flous. Leur politique semble claire : c’est aux villes de suppléer à la carence de l’Etat.
Tout cela intervient parallèlement au projet de destruction du Lierre et de reconstruction d’un nouveau théâtre qui devrait vous être dédié…
F. P. : Nous savons depuis 15 ans que le lieu est voué à la destruction. Le Conseil de Paris a décidé de nous attribuer en 2003 le futur nouveau théâtre. J’ai participé à la commission technique pour le choix de l’architecte, pour le plan de fonctionnalité… Mais les certitudes ont volé en éclats, c’est le silence quant à notre emménagement.
Comment voyez-vous l’avenir ?
F. P. : Apprendre fin novembre notre baisse de subvention, alors que tous les contrats sont signés, nous conduit à un gros déficit. Le scénario le plus catastrophique prévoit un dépôt de bilan d’ici deux ans. Nous nous battons, nous avons un comité de soutien, des lettres de Jacques Toubon, Jack Lang, Jack Ralite, une pétition… Nous souhaitons que la Ville parvienne à clarifier la situation vis-à-vis du nouveau théâtre, sans se retrouver dans cette situation kafkaïenne où les uns et les autres se renvoient la balle. Je ne pourrai faire en 2011 le spectacle que j’avais prévu.
Qu’est-ce que cela vous inspire sur la politique culturelle de l’Etat et des collectivités ?
F. P. : Rapportées au budget de l’Etat, ce ne sont pas ces petites économies réalisées dans le volet culturel qui vont réussir à éponger les milliards de la crise ! J’ai une thèse : celle d’une véritable tendance à vouloir asphyxier les lieux de pensée. L’école est malmenée, les enseignements artistiques supprimés… Au niveau des collectivités territoriales, compte tenu de la remise en cause de la clause de compétence, quels vont être leurs moyens d’action ? Cela va totalement à l’encontre de la décentralisation, et l’on revient à un pouvoir centralisé. C’est-à-dire à une pensée unique.
