Quel regard portez-vous sur l’action du gouvernement en matière de culture ?
Sylvie Robert : Un regard très sévère. On assiste depuis ces dernières années à une fragilisation du secteur. Depuis Malraux, la politique culturelle était une fierté de notre pays. Aujourd’hui, tout se délite et, surtout, il n’y a plus d’ambition ni de vision. Et je fais ce constat à toutes les échelles ! Tout d’abord, d’un point de vue local, les collectivités doivent aujourd’hui faire face à de véritables défis de financement.
Quel est le programme du PS en matière de culture pour la présidentielle ?
S.R. : Je souhaite ardemment que la culture soit bien présente dans le débat présidentiel, elle a trop manqué ces dernières années. L’enjeu culturel est un enjeu de société. La culture permet de créer du commun, de relier les uns et les autres, les artistes, les associations, les habitants. Or, on souffre aujourd’hui d’une stigmatisation de certaines populations. Au PS, nous rêvons d’une grande politique de l’esprit et de l’imaginaire. Nous voulons créer un projet de société où l’on ne soit pas seulement happé par les grandes industries culturelles. L’enjeu culturel passe tout d’abord par l’école. On parle de l’éducation artistique depuis dix ans, mais il faut enfin avoir une vraie ambition dans ce domaine. Il est essentiel de développer l’accès aux œuvres artistiques, la rencontre avec les créateurs, ainsi que les pratiques artistiques à l’école. Et de ne pas oublier d’accélérer l’éducation au numérique, d’aider les jeunes à avoir des repères dans les nouveaux médias. Il me semble par ailleurs très important de mettre en avant la pratique amateur, qui a trop souffert de la séparation avec les professionnels. On voit d’ailleurs divers artistes, comme Boris Charmatz, qui font intervenir des amateurs dans leurs spectacles.
Que dites-vous aux artistes aujourd’hui inquiets de l’état du marché du travail ?
S.R. : En ce qui concerne l’emploi, il faut effectivement se poser la question des conditions de travail des artistes. Nous prônons, au PS, des conventions sur le long terme entre les structures et les artistes, prenant en compte les répétitions, la diffusion et le lien avec les populations locales, pour ne pas se limiter à quelques dates. On met ainsi l’artiste au cœur des institutions, ce qui permet de structurer l’emploi. Il faut consolider ce secteur aujourd’hui fragilisé par la course aux cachets. On peut aussi développer de nouveaux modèles économiques. Cela coûte cher, pour une petite structure culturelle, d’avoir un administrateur, un diffuseur… Pourquoi ne pas développer des sortes de coopératives artistiques, des bureaux qui mutualiseraient les moyens ? Quant au statut de l’intermittence du spectacle, il est sans conteste le mieux adapté à l’artiste, même s’il faut le faire évoluer avec les partenaires sociaux en prenant en compte les changements de parcours professionnels. Il est envié dans toute l’Europe.
Quel rôle doit jouer selon vous le ministère de la culture ?
S.R. : Je plaide pour un ministère de la Culture fort même s’il doit être réformé. Il ne doit plus être seulement un ministère pour les artistes. Il est nécessaire qu’il intègre la question de la transmission, le rapport entre culture et éducation. Plus il sera fort, plus il pourra faire le poids face à d’autres ministères.
Souhaitez-vous lancer de grands projets ? Que pensez-vous de la construction de la Philharmonie de Paris, un édifice construit par Jean Nouvel et qui sera inauguré en 2013 ?
S.R. : C’est un beau projet, mais il faut veiller à l’équilibre des projets entre Paris et la province. Je ne pense pas qu’il soit nécessaire de passer forcément par la création de lieux. Il est surtout essentiel de développer des projets à partir des ressources locales.
Le mécénat culturel est en chute libre. Comment l’enrayer ?
S.R. : Pour qu’il y ait du mécénat, il faut une politique culturelle ambitieuse. Il y a alors un effet d’entraînement. Mais le mécénat n’est pas substitutif à une grande politique nationale en matière de culture. La droite n’a pas réussi à développer l’argent privé pour la culture, alors qu’elle le préconisait. C’est un constat d’échec.
